
Mumbai Tackles Growing Water Shortage With Infrastructure Push
Maharashtra Deputy Chief Minister and Urban Development Minister Eknath Shinde announced on Wednesday that the Brihanmumbai Municipal Corporation (BMC) is expediting three major dam construction and river-linking projects to address Mumbai’s rapidly increasing water deficit.
The city currently supplies around 3,800 million litres per day (MLD) of water, significantly below the estimated requirement of 4,500 MLD to 4,800 MLD daily. This creates a deficit of 600-1000 MLD that affects the Mumbai Metropolitan Region (MMR).
What’s Causing Mumbai’s Water Crisis?
The widening gap between supply and demand is attributed to:

- Rapid infrastructure expansion
- Sudden population growth
- Increased water consumption across the metropolis
Three Major Dam Projects Under Development
In a written reply to Shiv Sena (UBT) member Sunil Prabhu in the State Assembly, Deputy CM Shinde provided status updates on three critical water infrastructure projects:
Gargai Dam Project
The Gargai Project is in the final stages of primary engineering, with tender documents currently being prepared. This multi-purpose dam aims to meet the water needs of the Mumbai Metropolitan Region.
Pinjal Dam Project
Initial project engineering works are in progress for the proposed Pinjal Dam. The Detailed Project Report (DPR) preparation is underway following primary Environmental Impact Assessment (EIA) approval. The dam will augment water supplies to the region.
Damanganga-Pinjal River Linking Project
The formalities for agreements and approvals required from the central government are currently in progress for this inter-state river linking initiative. The project will channel water into the Pinjal system, enhancing overall water availability.
Deputy CM Shinde emphasized that the BMC is actively pursuing these large-scale initiatives to secure the water future of Mumbai’s expanding population.
Alternative Water Solutions Being Implemented
Beyond conventional dam construction, the BMC is implementing non-conventional methods to diversify and strengthen water supply:
Desalination Plant at Colaba
A seawater desalination project is under implementation at Kulaba (Colaba) with an initial capacity of 200 MLD, which can be extended to 400 MLD. This facility will convert seawater into potable drinking water.
Tertiary Water Purification
Work is in progress on a Tertiary Level Water Purification Project with 12 MLD capacity. This initiative aims to further treat and purify available water resources.
Timeline and Expected Impact
The comprehensive water infrastructure efforts are designed to bridge the substantial gap between current supply and future demand driven by the city’s rapid development. Combined, these projects are expected to add over 1,500 MLD of water capacity to Mumbai’s supply system by 2030.
